In the 1980s, I was part of two major research efforts conducted by Identity, Inc. to document sexual orientation bias in Alaska. One in 10: A Profile of Alaska’s Lesbian & Gay Community, published in 1986, reported on the results of a statewide survey of 734 lesbian, gay, and bisexual Alaskans. Identity Reports: Sexual Orientation Bias in Alaska, published in 1989, included three papers, including “Closed Doors,” a survey of Anchorage employers and landlords; and “Prima Facie,” which documented 84 actual cases of of violence, harassment, and discrimination due to sexual orientation bias. (Copies of both reports are available on the Internet at http://www.henkimaa.com/identity/.) Some of our findings:

Of the 734 respondents to One in 10:

  • 61% reported being victimized by violence and harassment while in Alaska because of their sexual orientation (ranging from verbal abuse/harassment, reported by 58%, to physical violence, 11%, and sexual assault, 5%);
  • 39% reported discrimination in employment, housing, and loans/credit; and
  • 33% reported discrimination from services and institutions.

From the “Closed Doors” component of Identity Reports:

  • 31% of the 191 Anchorage employers in the survey said they would not hire or promote or would fire someone they had reason to believe was homosexual.
  • 20% of the 178 Anchorage landlords in the survey said they would not rent to or would evict someone they had reason to believe was homosexual.

From the “Prima Facie” component of Identity Reports:

  • 84 case histories of antigay bias, discrimination, harassment, or violence (including three murders) were documented involving 30 men and 21 women. 64 of these cases took place in Anchorage.
  • A former intake investigator with the Alaska Human Rights Commission found that 32 of 42 discrimination cases based on personal testimony would “definitely” be jurisdictional under state human rights law if it included protection from discrimination on the basis of sexual orientation. (That is, the commission would investigate them if complaints were made.)
  • Victims were predominately gay men or lesbians, but also included heterosexuals who were erroneously assumed to be gay or lesbian.

On June 16, 2009, I testified about these findings before the Anchorage Assembly during public hearings on Anchorage Ordinance 64, which would have added sexual orientation and gender identity to the Municipality of Anchorage’s equal rights code. I also provided every member of the Anchorage Assembly with CDs containing the full reports, as well as photocopies of the “Prima Facie” report.

In spite of this evidence, one of the chief arguments used in 2009 by opponents of equal rights was that there was no evidence of discrimination against lesbian, gay, bisexual, and transgendered (LGBT) people. Mayor Dan Sullivan echoed those arguments when, less than a week after the Anchorage Assembly passed AO-64 by a vote of 7 to 4, he vetoed the measure, claiming that “there is clearly a lack of quantifiable evidence necessitating this ordinance.” And so for the third time in 35 years, the Anchorage Assembly in 2009 passed an ordinance that provided at least some equal rights under the law for LGBT residents, only for those rights to be almost immediately stripped away again. (The other instances were in 1975–76 and 1992–93.)

But of course, the evidence of One in Ten and Identity Reports was two decades old, so Mayor Sullivan and ordinance opponents found it easy to ignore. But they found it just as easy to close their ears to the public testimony of a number of Anchorage LGBT residents who stepped forward during the summer of 2009 to testify to very recent experiences of discrimination and bias — even after one opponent openly testified to the Assembly that he’d once beaten a gay man so badly that he put him in the hospital. Public testimony about discrimination, no matter how recent, was downplayed as “just anecdotal.”

And so we come to 2011 and the Anchorage LGBT Discrimination Survey, now in progress: the first effort since the late 1980s to compile rigorous data about the incidence of sexual orientation bias and discrimination in Anchorage — and the first effort ever to document Anchorage or Alaska-specific data about discrimination and bias on the basis of gender identity.

The Anchorage LGBT Discrimination Survey is a collaborative project of the Alaska LGBT community and a coalition of Alaska organizations which serve the LGBT community, including Identity, Inc., the Alaskan AIDS Assistance Association (4-As), Alaskans Together for Equality, Equality Works, and the American Civil Liberties Union (ACLU) of Alaska. Our survey questionnaire and overall research project were designed with the expert assistance of Dr. Brad Myrstol and Khristy Parker of the Justice Center at University of Alaska Anchorage. In the future, we plan to conduct a second and far more expansive statewide survey, which will survey LGBT Alaskans statewide not only about their experience of discrimination and bias, but also a full range of other questions of concerns to LGBT Alaskans and their friends and allies.

Rollins trial, day 2: SANE nurse testifies about genital injuries in rape

The trial in Case No. 3AN-09-07868CR, State of Alaska v. Rollins, is being heard before Anchorage Superior Court Judge Philip R. Volland in the Nesbett Courthouse at 4th & I in Anchorage.

Grace Jang of KTVA Channel 11 News was in court livetweeting Anthony Rollins trial. He’s the former Anchorage Police Officer accused of multiple accounts of sexually assaulting women while on-duty. I didn’t retweet much, so see her twitter feed for complete coverage. However, today’s witnesses included of a sexual assault nurse examiner (SANE); a couple of my tweets today concerned research of a statewide study (published at the UAA Justice Center website) on genital injuries in sexual assault cases, which concur with the nurse’s testimony.

(Update: I believe that Grace Jang was mistaken when she tweeted to me that the first alleged victim was both vaginally and orally assaulted — info later in the trial indicates that Victim #1 asserted oral sexual assault only.)

Rollins trial, day 1: Stats on violence against women in Alaska as Rollins trial begins

Summary of lifetime estimates of victimization by intimate partner violence and/or sexual violence of Alaska female respondents, from the 2010 Alaska Victimization Survey.

My two big items today, the subject of most of my tweets (or retweets), both had to do with sexual violence in Alaska.

One. Baseline stats from the 2010 Alaska Victimization Survey on the victimization of women by sexual assault and intimate partner violence (i.e., domestic violence) were presented before a joint meeting of two Alaska Senate committees by André Rosay, director of the UAA Justice Center (where I work).

Two. The trial of Anthony Rollins opened in Anchorage. Rollins is a former officer of the Anchorage Police Department who is accused of sexually assaulting six women while on duty.  I previously wrote about Anthony Rollins on this blog on 9 October 2009 in a post called “How to be a friend to an accused serial rapist”. Rollins’ trial is being livetweeted by Grace Jang of KTVA Channel 11 News.

While continuing to watch the floods in Queensland, I’ve also been paying attention to other news — floods elsewhere, but also the reaction in my own country to the mass shooting last Saturday in Tucson.  As I tweeted today, I have nothing to say about Sarah Palin’s “blood libel” speech yesterday morning except to say that it contrasted poorly with the speech made last night by President Obama in Tucson. Thank you, President Obama.

Because I am following news on the Queensland floods, I also saw other examples of leadership yesterday — especially by way of public briefings by Queensland Premier Anna Bligh and other Queensland officials to update Queenslanders on the flood situation in the vast northeastern Australian state.

Watching those briefings, I remembered the problems that hit the Lower Yukon River back a couple of years ago, before Palin had quit her job as governor of Alaska.  I know hardly anything about Anna Bligh, her political stances, her career, even what party she belongs to (but here’s what Wikipedia says about her). Little of that political crap matters at times like this.  What would it have been like for the predominately Alaska Native villagers of the Y-K Delta to have back then, the same quality of state-level leadership that Queenslanders have today?

Here is the briefing that particularly stood out for me yesterday. The entire briefing is well worth a watch; but in particular, see beginning at about 11:47, when Anna Bligh addresses all Queenslanders affected by the floods — which is to say, all Queenslanders.

As we weep for what we have lost, and as we grieve for family and friends, and we confront the challenge that is before us, I want us to remember who we are: We are Queenslanders. We’re the ones that they knock down and we get up again.  I said earlier this week that this weather may break our hearts — and it is doing that — but it will not break our will, and in the coming weeks and the coming months we are going to prove that beyond any doubt. Background note: Samaritan’s Purse

A friend asks, what’s Samaritan’s Purse?  Per Wikipedia’s article on it, it’s “a non-denominational evangelical Christian humanitarian organization that works worldwide to assist people in physical need alongside their Christian missionary work. The organization’s president is Franklin Graham, son of Christian evangelist Billy Graham.” Prominent antigay pastor Jerry Prevo of Anchorage Baptist Temple is a board member of the organization.

I was factually slightly off in my tweet: it wasn’t directly in response to flooding that then-Gov. Palin called in Samaritan’s Purse to accompany her on a visit the Yukon River villages of Marshall and Russian Mission in February 2009, five months before she announced her resignation as governor. It was in response to Lower Yukon villages — accessible only by airplane or boat (in summer) & snowmachine (in winter), whose predominately Alaska Native residents are largely dependent on subsistence hunting & fishing — running out of fuel & food that winter.  Here’s some reading:

The above photo I took on a sunny Brisbane day in December, about a week into my visit to Australia, from just outside the State Library of Queensland on the South Bank.

In contrast, this video of kayakers in the flooded West End, not far from where the photo above was taken.

Today’s tweets are, like yesterday’s, mostly retweets of Australian sources on the flooding in Brisbane (& to some extent Queensland at large).  While this post is dates January 134, in Brisbane it was January 14, a day during which the Brisbane River peaked at 4:00 AM local time at 4.6 meters, about a meter less than originally feared.

But still bad enough.  It will take some time for the floodwaters to subside, and even longer for Brisbane to clean up and recover.  And there’s the rest of Queensland to consider as well: there was large-scale flooding in other portions of the state for weeks before it hit Brisbane, and more is going on as I write.  Other parts of Australia are also experiencing flooding.

The Queensland Government has launched the Premier’s Flood Relief Appeal whereby funds can be donated online to assist families & communities who in some cases have lost everything to the flooding. There’s a number of ways to donate, including online using major credit cards.

9 Dec 2010: CityCat on the Brisbane River. A few days after this photo was taken, I spent a couple of hours riding down the Brisbane River on a CityCat with my friend Sian (photos to be posted later). Flooding on 12 Jan 2011 (Brisbane time) has wrecked most of the CityCat & ferry docks, & damaged many boats — reports are it'll take months to rebuild the CityCat & ferry systems.

Most of my tweets today are retweets of sources close to the flooding in Brisbane & nearby areas in Queensland.  @couriermail is a Brisbane newspaper; @QPSmedia is the Queenland Police Service. Note that this post is dated 11 January, but the date for Brisbane for all original tweets was 12 January (since Bris is just five hours short of a full day ahead of Alaska, where I am). I haven’t retweeted everything they’ve said — but those relating to places/things that I know from my recent time in Brisbane. As I tweet later, it’s a strange way to watch the progression of a disaster. But of course I’ve also been actually reading those sources I listed in my previous Queensland floods post.

And meantime I know that all my friends are safe. I heard from OzMud by email this morning: she & her husband are both doing fine. Their house in Ipswich was not among the flooded, but they’ve experienced a number of power outages. You can read her accounts of flooding at her blog, Oz Mudflats.

I’ve heard no specific updates about the animals at Lone Pine Koala Sanctuary, but there have been two posts on Lone Pine’s Facebook wall thanking sanctuary staff for assistance rendered by way of a care package of food & water given to a man stranded on his yacht on the river yesterday. Which squares with the tremendous (& professional) assistance rendered by Lone Pine staff when OzMud had her medical emergency the day I was at Lone Pine with her in December. Amazing, great people! I reckon the animals are well-taken care of too. Undoubtedly staff are simply too busy taking care of them to update their Facebook page.
